Veronica holds a Ph.D. in Education from Southern Methodist University, and is an alum of the National Center for Leadership in Intensive Intervention. She followed an interest in diagnostic evaluation to a career in early intervention, and has continued to center psychoeducational assessment and intervention throughout her work since. Research foci include a) assessment and evaluation for the prevention and identification of reading difficulties, and b) measurement, special education identification, and policies for students who are bilingual and/or identified as English Learners (ELs). Veronica also has training in the quantitative methods needed to support these areas of interest.

Veronica joined the University of Virginia in the fall of 2023 to support the mission of the Virginia Literacy Partnerships (VLP) in the Center for Advanced Study of Teaching and Learning. She is engaged in research and development of language and literacy instruments in both English and Spanish, creating practitioner resources for the education of linguistically diverse students, and examining item- and construct-level questions to support the assessment of ELs and non-ELs in schools. This technical report describes research and development specific to the Virginia Language & Literacy Screening System (VALLSS) for Grades K-3, which assesses the English language and literacy skills of individual students during the early elementary school grades.
